how do I shrink down one of my photos to make it my avatar?

You need to use some sort of photo editing softwre. Most digital cameras, for instance, come with software that will allow you to doctor up your photos, including resize them. I'm not sure if 'paint' will let you do that, but there's a lot of freeware floating around that will give you the options necessary to resize pictures. I got all the software I needed for my avatar by searching 'animated gif' and 'video editing'

I resize mine using a free software you can download called "Pix resizer" Google it up or also paint will do it in the "skew" mode but you may have to play with it as it does not give you the pixel size I don't think.
