Ok, I set the allen head all the way in on the TST valve and it still runs the same boost. then I took the hose off the valve and put it to a compressor and ran 30 psi to it and the pressure comes out at the top of the head on the wastegate where the shaft goes in. even with 5 psi it comes out in the same place, the shaft doesnt move. any advice from the pros here???

 

Sounds like the diaphram in your wastegate actuator is bad. I don't know if you can replace just the diaphram on the stocker or not if not looks like you need to get a new actuator, but I am no expert hopefully someone else will chime in on this.
