Gasket match and port your exhaust manifold both to the head and turbo. It is amazing how much metal you will remove. Airflow is much better, allowing faster spoolup. No $ involved, just time.

How 'bout getting one of them variable geometry Garrett chargers off latest gen powerjoke? Ebay has 2nd hand units (from wrecked vehicles) on continuous basis. I reckon Garrett may not be able to push as much psi as what Holset's do, but should make a decent boost for everyday commuting application.

Variable turbo as a secondary unit in a twins setup should be very interesting to see.

AND....i think the action is hydraulic? Does it use oil pressure to move the vanes?

Garrett variable geometry chargers use vacuum to operate them vanes.
They have a special 3-way solenoid valve in vacuum actuator line, which will make a suitable mix of atmospheric pressure and vacuum, to deliver suitable level of vacuum needed to hold them vanes in needed position.

Some hobbyists have converted such Garrett charger to move them vanes by a plain old boost operated wastegate actuator. Connect boost elbow on that line, and hey presto - we have an adustabe boost.

The most handy hobbyists have opened up the vacuum actuator, and turned the parts in the inside the other way round - to make it work with boost pressure instead of vacuum.

Only downside on such self made arragement is that if that actuator line gets damaged, the vanes are locked on to smallest setting, and it'll make boost/shaft speed to skyrocket. I myself have not read of such failures on domestic diesel forums. I reckon such event is as rare as having a wastegate line to develope a defect. I would not worry.

There's one on Ebay:
http://cgi.ebay.com/ebaymotors/GARRE...spagenameZWDVW

I personally have not held this larger variable charger type in my hand, only the smaller ones (GT17, GT20, GT22...). The GT40 type on sale on Ebay seems to have an awkward looking housing sticking out from charger's center section. Vane movement may well be conducted by a some kind of electric motor, since I fail to see previously mentioned vacum actuator on that picture.
