blowing fuses

So ran it down to a blown 15amp fuse for the quad hi beams. Now on the brite box it says to hook to negative and on another place it says to hook it to positive witch is it? and secondly I know my headlight switch has a short in it because the back light flashes on and off and needs replaced could that be the cause for the short?
