Numbers sound normal. Wastegate opens around 20, so you will need keep the wastegate from opening. I don't know what your Banks tuner is good for, but you won't be seeing 30 psi with just that.

I don't know about auto's cause I have only had sticks but mine hooks into to hose coming off of the waste gate going back into the exhaust. My elbow is not the adjustable kind, it has a very small pin hole in it to allow minimal amount of air to pass

These fellas are talking about a "boost elbow" that replaces the stock fixed brass fitting on the front of the compressor housing (if it is a HX35). There is a rubber hose coming from it that runs back around to part of the wastegate actuator. Even with some sort of programmer that has boost fooling, unless you install a boost elbow (or J hook depending on turbo) then you will always see max 20 Psi give or take.

You can see the boost elbow on my stock turbo, has the little black allen key screw so you can adjust max Psi levels. On a stock HX35, you don't really want to get above 34 Psi. Anymore than that and you are running out of the turbo's efficiency range and will be creating more heat than good.

Your HY turbo has a hard line where the boost elbow would normally go so you'll have to use a j-hook to keep the wastegate shut longer. Thats the only way you are going to build more boost without changing your turbo.

The HY is capable of 35lbs but its not very efficiant past that! If I were you I would sell the HY and put an HX35 on it with an adjustable boost elow like shown above. They are a cheap direct bolt in upgrade for the Auto's!

Does the adjustable boost elbow come on the HX35 or do you have to buy it aftermarket and put it on. And, if so where do you get them?

The adjustable elbow is an aftermarket add-on. You can get them from several diesel performance companies, TST Products, for example.
