I used to have a Coleman 40 quart thermoelectric cooler (here it is: http://www.coleman.com/coleman/colem...ategoryid=8570) and it worked terribly, so I got rid of it. Nothing got even remotely cold, to be honest...
I am looking for one that is smaller, because I think the largeness of the other one had to do with why nothing kept cold...
This is the smallest I've found and it advertises 44-46 F below ambient temps (yea yea):

I've been trying lots of these peltier element coolers and I didn't find one that was really useful. The only coolers I found that were really good (even if pricy) were compressor coolers.
The problem with all the peltiers was that if you put a warm bottle in it would have taken days to cool it down to an agreeable temp.

I have one like you show in the picture, it works great as long as you put nothing but cool stuff in it to start with. Like Alpine says, if you put warm drinks in it, it takes a long time to get them cold.
I found it works a good deal better if you keep it full, lots of cold sodas help it to maintain a cool temp, and it doesn't get as warm if you add a couple of cans at a time to it.
I used mine in a cross country trip, I had an extra deep cycle battery in the back, and a pigtail off the trailer plug to feed the battery when I was traveling. This kept the battery charged up, and when I left it run all night, it only ran off the extra battery because I would unplug the pigtail.
I used it to keep lunch meat and sandwich stuff, plus other things you don't want getting wet in a regular cooler. I still use a small collapsible cooler up front for cold drinks, icing it down at the motel in the morning.

I've got several small closed cycle coolers that's used with some of this green stuff. Cools to -370F in ~5 minutes. Slightly modified and adapted to fit a large beer cooler, it will freeze everything solid, including vodka, in about an hour and a half. Kinda pricey tho, about $7,000 each. The entire unit is approximately 2" x 2" x 6" and uses helium as the coolant.

I have they grey one, like others have said, load it with cool stuff and it stays cool. I plug mine in the night before I leave and it is cold in the AM. Keeps my stuff cool for the trip!!
