Second Home Loan-Equity requirements in first home

After talking with a realtor, he informed me that in the last year there have been new underwriting laws implemented that require X ammount of equity in the first home to lend on a second. Does anyone have any information on the subject? Internet searches are not turning up much. Thanks in advance.

just more banking protection is the short reason, but you can get more tax deduction bang for the buck if you long form your return.

Paying cash is always the best option so not any help from me but a guy up here recently robbed the same bank that was giving him loan problems. Might have worked if he had worn a mask.
Not saying its a good idea but political figure masks only cost $20 bucks on line.
