In Michigan ( I'm sure most states have close to identicle laws), A person convicted of a violent felony , or it's attempt loses his privilage. There is a list of the crimes that apply in the compiled laws book. It's not the use of a weapon, so much as the violent behavior thay are concerned about.

A person that has not or does not wish to obtain a CCW permit, must apply for a pistol purchase permit when shopping for a pistol. When he buys this, the seller (public and private) must sign off on the gun. The purchaser returns and has the pistol safety inspected. The card then is signed by law enforcement and becomes the registration/safety certificate.

When a person has been ordered into an instituiton, or gaurdianship assigned by the probate court, a copy of the mental incapacitation order is sent to the State Police, who enter this into LEIN/NCIC. If this person later, went to apply for a pistol or CCW permit. This previous order will show up and the applicant will be denied.
