I like Nate 03's comment about the Auto Slacks being out of adjustment
It's like the driver that came into our shop the other day wanting a brake adjustment, thought his trailer wasn't braking too well. Well maybe if he greased it once in awhile the cams wouldn't have seized to the cam bushings
Up here, the 3rd to 5th is the MTO Extravaganza (same thing as your DOT). Scales are open 24/7 and they always out and about on the roads...at least I think it's the 3-5th
