He was just being polite and making room for the other guy to pass.
By the looks of the tire tracks he was braking quick hard when he hit. Would love to know the real reason he was so far over with no sign of correction.

Probably some young engineer out from the city. Those boneheads always seem to think they can go highway speeds on dry gravel without thinking you actually have to share the road, typically with larger equipment. Good idea to head for the drink
