offroad lights covered

Someone must know if offroad lights need to be covered in the states of North Dakota,Minnesota,Wisconsin the lights are mounted on a prerunner bar pics in my gallery.

I can't tell you about those states but my understanding in Oklahoma is that you cannot legally have more than 6 lights (over a specified candlepower) including headlights, fog lights, driving lights, and off-road lights uncovered facing forward. That doesn't mean that it's always enforced but I know an ex-LEO that told me of using that statute to pull over a known drug runner that they couldn't catch any other way.
