it suprises me that the new hemis w/ mds only get about 25 on the highway when a non-displacement on demand (gm term) gets 28. does having a manual really make that much difference?

Yes, the manual makes a difference. So does weight and aerodynamics.
A buddy of mine had a Impala SS (last of the rwd version) and his mileage was about the same (23-24mpg highway). My Dads Crown Vic with the 4.6L V8 and 3.21 gearing manages about the same also.
