Perps in cuffs have been known to do some pretty amazingly dumb things.

Depends on what you mean by detained I guess. I work at a Federal Penitentiary and we mace and/or gas inmates in their cells that are acting up all the time.. We have even gassed them when they were cuffed AND in their cell.
The biggest thing here is the use of force model. We can ONLY use as much force as necessary to gain compliance from the inmate. Once he complies the fun is over. Unless you want to look for another job.

Not talking about a correction environment, yes in very rare circumstances when you can articulate why you did it. But I would strongly discourage it. Myself and other officer's have deployed O.C. while attemping to place someone in custody, but I have never deployed it while someone was in restraints.

We have had this happen also. It is usually some joker that is on meth. ( don't ask how they get meth in the Pen but they do ) Once that happens we break out the sting ***** and that will make ANYONE comply
