If your question is CAN they?....Of course they CAN be maced.
If your question is should they?, I guess that would all depend on the circumstances.
Perps in cuffs have been known to do some pretty amazingly dumb things.

I'm sure there are a few Boys in Blue that will chime in.

Depends on what you mean by detained I guess. I work at a Federal Penitentiary and we mace and/or gas inmates in their cells that are acting up all the time.. We have even gassed them when they were cuffed AND in their cell.

The biggest thing here is the use of force model. We can ONLY use as much force as necessary to gain compliance from the inmate. Once he complies the fun is over. Unless you want to look for another job.

Can somebody kick the window out of a car while cuffed in the back?

Can they run with cuffs on, head-but, etc.?

Not talking about a correction environment, yes in very rare circumstances when you can articulate why you did it. But I would strongly discourage it. Myself and other officer's have deployed O.C. while attemping to place someone in custody, but I have never deployed it while someone was in restraints.

I watched a guy cuffed on the ground have 3 cans of mace emptied in his face. He was still kicking and biting whenever they got anywhere near close to him...

We have had this happen also. It is usually some joker that is on meth. ( don't ask how they get meth in the Pen but they do ) Once that happens we break out the sting ***** and that will make ANYONE comply Even the meth heads.

It was outside of a fairly rough bar, not sure what the guy was on, but there were about 10 cops around so my 18 year old but went back inside after a minute...
