Not much I can add but yes, its theft.

I liken it to the same practice of a grocery store advertising a sale and when the item is rang up its full price. Be suprised how often that happens and no one notices.

I personally would have called them on it right then and there. The workers deserve a good tip for good service, but, IMO, tipping has become an expected thing, not an extra for the effort put forth. I refuse to tip for lousy service, and will ridiculously over tip for, albeit more and more rare, great service.

I would have a heart to heart with the manager, and if it happens again, it wouldnt be pretty.

Um Rad,a quick visit to your police supply store for a bottle of "the powder".Sprinkle it on the bills and wait.After a couple of trips betcha they won't do that no more.I love seeing purple or green hands.

Take a pocket full of change and pay with exact change. No bills. Pennies if you really want to be ornery.

When they give you a hard time about it, explain that the last time you were there, you were shorted your change so you wanted to make sure they had enough.

Nice! And a group of people, all separate tickets too If the waiter/waitress thinks carrying change back to each customer is such an inconvenience, s/he will really get a kick out of this.

I guess I would make it personal. ask the waitress for the correct change, tell her you consider it theft just if the roles were reversed and you tried to leave being short of the full amount. Let her know that 'accepted practice' does not relieve her from being arrested- however I would go to Harassment, more bite to the Law for your case. my humble opinion from the bench...good luck and don't lose any sleep over bad people.

You should continue to pay as usual. Patrons should never, ever have to
discuss money with the waitress/waiter, especially after they have paid.
But, to protect yourself, you could announce, in a voice loud enough to be heard by everyone in the restaurant, the amount you had paid and the amount you expect back. I once thought people rude to call any attention to
themselves, but, the cure justifies the treatment.

I would go in with a crap load of PENNIES and dump them out at teh counter and make her count every one of them.....ya know.....as thats all you have to pay with. If shes gonna steal from you, make her earn it !

For me, I would have talked to the waitress and the manager the first time and if it happened a second time I would then have to decide if its worth my time to stir it up more or let it go. Irregardless I would stop going there on strike two.

I just get too fired up if I let this kinda stuff get to me...so I can relate to why you posted this poll.
