CA has a page at the DMV to report the plates of smoking vehicles
i did that to a guy in a acura that kept cutting me off. he had to pull over.
I think mandatory emissions tests will come eventually, whether we like it or not, but this certainly does not help.

No, we won't be able to lay the blame on you alone. We will have to blame ALL of the guys driving around with the uncontrollable urge to blow big black clouds of smoke that is entirely unnecessary.

W.W.J.D...roll some coal
I remember this news article where this bureaucrat used the word 'niggardly' in public to describe a meagre or miserly something or other. It made the newspapers (obviously, else I wouldn't have heard of it), and everybody (or a lot of the major media) publicized it. Almost lost in the retelling was the fact that it had NO root with the common racial slur-it was from a French word, and meant, in fact, something related to 'miserly'. Somebody commented, it was the first time somebody lost their job due to someone ELSE's ignorance (I doubt that, though)
That's the situation we have IMHO with this global warming (and enviro-wackp movement, PETA, Defenders of Wildlife, anti-dairy, anti-circus,no driling in ANWR, no refineries built in last 15-20 years, no nukes etc). Obviously, I can't prove my point of view (that it's all a crock, climate change has happened over history on a regular basis-that IS a fact. Another fact-other planets are heating up right now on about the same percentage rate increase that Earth is right now) but it fits the media's 'template' perfectly-calamity, hubris of humanity, government needs make more enviromental laws, Kyoto agreement, end of world, etc. And it seems to be a political thing-it splits along party lines (generally).
I just hope that we aren't force fed on emissions controls based on somebody else's ignorance-but there's a lotta people on that bandwagon. I have watched the law ratchet down over the years on firearms, based on absolutely no statistical evidence for crime prevention, in fact the facts go the OTHER way, look at property crime in England and Australia (they've basically outlawed handguns in the last 10 years)
It's just surrealistic that CO2 is called a pollutant-it leads to headlines of cows farting, mooses belching, lawn mowers with emissions, Bar-B-Que emissions, fireplace catalytic convertors, spray cans and AC major changes (turns out the flouro-chloro carbon thing was wrong but hey, on to another headline), MBTE, ethanol, blah, blah, blah.
Like MacMan said earlier "I'm supposed to trust the guys who don't know what the weather is going to be tomorrow to tell me what it's going to be in 50 years?" Yes, and "we're from the government and we're here to help" is popular too.
I sense no superiority coming from the 'pro-smoke' crowd.

I don't know or claim to know what a smoking diesel has to do with global warming. I don't hug trees. I don't claim that Priuses are saving the planet. And I certainly don't trust the EPA and CARB with their MTBE ripoff, DPFs and barbeque restrictions.
I also don't feel threatened when someone wants to drive a Prius. In fact I like that they do. That they embrace economy and new technology. I'll just smile as I drive by in my bombed CTD. They are in their infancy now, but someday I'd like to have an electric car, and my CTD.
When people seem so adamant that bigger is better. And are so proud to burn the maximum amount of fuel, I simply think of the billions we're sending our enemies. I think of $3.00 gallon and the outrageously wealthy oil companies colluding with the government and each other, against us. I can get to the liquor store just fine in my Passat and don't feel the need to prove how big and bad my truck is with an argument that anyone who disagrees must be a commie, spends their free time hugging trees, lives in California, or are threatening my mobility with some global warming argument.
I really don't know anyone who is trying to take my truck away or is trying to stop me from driving it. I don't feel compelled to teach others a lesson with smoke. And yes I do get mad at stupid drivers.
So for those that are so ready to defend excess fuel use, fine. You are part of the problem instead of part of the solution. Using more sends the message that you'll happily pay any price and are happy to line the pockets of not only the big oil companies but also those in the middle east that want us dead.
Bark at me if you want, but then explain how conspicuous consumption makes our lives better. How using the absolute most you can makes your life better. And how someone with an economy car is a threat.
