Well we met with the builder today, he made things right and explained everything to my satisfaction. Progress is being made on the house, the framers started today and should be done by early next week at the latest as long as the weather holds out, they are also supposed to start the well this week. Also the builder sent us to lowes today to work on fixtures, he recently had a good experience there on a remodel job and said he's going to try to start using them instead of the consultant he was using as we aren't the only one's they've tried upselling with stuff out of budget, we are also using them for appliances, quartz countertops, lighting, and the tile portion of the floor, all at his insistence. He said the tile there is far less than what he can get it for. So once again everything is just peachy in home building land. Thanks for letting me rant and for the good advice guys, it's really been appreciated. I never knew building a house could be so stressful. Again thanks a bunch.

You're still going to get the run around if this has happened repeatedly already. I'm a builder (heavy civil and commercial), have yet to be able to build my own house as my full time job takes up all my time, imagine that. I have built a few homes though, one for my parents about 8 yrs ago and several while i was in college.
Most residential contractors I've met (no offense to anyone) are not what I'd consider to be quality guys with the owners' best interests in mind all the time.
So, play the cards you have to get this guy to build a good house for you, and I hope you have payments to him tied to progress. If you do, his performance and punctuality should improve as you begin to owe him more money for completed work.
