I would check the fuel shut off solenoid mounted on the top of the injector pump on the back (firewall) side. It has two wires running to it. It should be closed "off" w/ out power going to it "key off". The solenoid should make a clicking sound when pwr is applied and then taken away. I haven't had one out, but it's an electric shut off valve and should have a passage way for fuel to flow through it when in the pwr on position and should close off w/ pwr removed "stops the flow of fuel". Key off remove the 2 wires "spade connectors" from the solenoid then remove the solenoid and use what ever means of Blowing 30 psi or less of air through it. You may be able to see through the passage way if it's stuck open. If it's stuck open, replace it. I would guess that your best supply would be either Cummins or an injector pump shop. Good luck and let us know how things go.

I had the same issue and found out it very well could be the starter. I too had this happen a couple of times, but also had the issue of the starter just clicking when I tried to start it. same problem I had on a '97 12v. Be careful, becuase with those contacts sticking, it could cause your startr to continue to run while after the truck starts!!! This will burn it up, and cause you too replace it (costly).
Go down to your local starter/alternator shop, and get some contacts for 5 bucks(maybe less).
cheap/effective fix for a possibly costly problem.
If you unplug the 2 wires going to it and it still runs, there is a chance the rubber tip of the shutoff plunger has a chunk missing out of it or there is debris stuck underneath it. It is spring loaded to be closed until power is applied to it, thus raising the plunger and allowing fuel to flow. So, either way you have to take it out. If the plunger is damaged on the end (like a float valve in a carb), replace the Solenoid. If there is debris under it then unfortunately there is a chance the injection pump could be taking a hike. Use a small, clean pencil magnet and get the crud out and try it. Remember you are downstream of the filter so don't allow ANYTHING to get into the pump. Good luck, Jim

does your starter ever ''click'' when you turn the key to the ''start'' position? or, do you ever hear your starter continue to run after the engine starts and you release the key? my 1997 does both of these sometimes . i just recieved my new contacts , plunger , and replacement rubber fuel return lines and im hoping to get all of these taken care of this weekend.
Stick to the guys advise concerning the fuel solenoid that is on your injection pump. I see some info on some of these posts refering to diag that would concern newer trucks. If you do remove the solenoid and find it "hung" open by debris you can flush some of it out by using the manual pump on your mechanical lift pump. Just pump it a few times with the solenoid removed and it will get some of the junk out. This may buy you some time till you can have your pump replaced.
I think there may be a misunderstanding here. Does the engine or does the starter continue to run after the key is shut off? I don't think the starter contacts are an issue in this case.
Also the fuel shutoff solenoid circuit did not have a relay until the inline pump came along in 94. It was powered by the dark blue wire straight from the ign. switch.

The quickest way to see if it's a stuck shutdown solenoid or a stuck-on starter is to start the truck and then disconnect the battery. If the problem is the shutdown solenoid, the truck will still run. If it's the starter, the engine will shut off.
If you need a new shutdown solenoid, and you have the bosch ve pump, you should be able to get one that will work from volkswagon for around $35.00. There is a thread somewhere in the 1st gen ram all topics forum that mentions that a 78 volkswagon rabbit shutdown solenoid will work in this pump.(I think).
