Truck wont start...

Friday i was out wheeling with a couple buddies in my 96 12 valve - a first -. And i buried it in about 3-4.5ft of water for about an hour before i was pulled out. The truck was idling pretty rough but has since cleared up and ran fine all day saturday and then today at about noon i noticed it was slow starting up.

Then went to a gas station to vaccum out my truck and when i was done i turned the key and it wouldnt turn over, just kept cranking. It continues to just keep cranking until i press lightly on the pedal. then itll start. Anyone know whats wrong? Fuel pump gone bad? Why it happened all of a sudden? And i also should mention the starter was recently replaced. And i crawled underneath the truck and could push the starter up.. All the bolts were lose so i tightened them up and still same problem - just keeps cranking until i give it gas -.

Sorry for the long post, just wanted to get all the information in.
