Transmission locks up way too early

Transmission locks up way too early

Hi I have a 99 Ram 2500 with a rebuilt tranny and a Heavy duty torque converter in it. It also has an engine break and lockup controller that is always turned off via a switch. The torque converter was just replaced under warranty a couple of months ago for being faulty. At the time it was shifting really bad, kind of like skipping into its gears. Now all of a sudden it is dropping into high gear(3 or 4th depending on if OD is on or off) at a low RPM or even while accelerating at a moderate rate. It shifts ok if I'm under heavy throttle but otherwise it shifts at too low an RPM. Any thoughts would be appreciated.

Adjust the TV cable!
