A friend has a 98, 2500, 12V, auto, 4.10 gears.
The truck runs fine except it will not rev over 2200 rpm going through the gears and not over 2000 rpm in OD. Other than the rpm limit there doesn't seem to be anything wrong.
Dealer is talking $1000+ and still not sure if that will fix it. Injector pump and lift pump (or what ever it's called on the 12V) are good.
Appreciate any and all advice.

Either you have a fuel restriction or the governor is a little hosed up. Neither one sounds like a $1000 issue. The P700 is a fairly bullet proof pump. The governor can get screwed up on it. Check to see if there is a Bosch authorized dealer in the area and go by and talk with them. I had mine pulled off the truck and timed and tested about four years ago and it wasn't but about $250. That included "equalizing" the six output ports, internal pump timing, then reinstallation and setting the pump to engine timing.
Has he changed the fuel and air filters and checked for obvious leaks in the charge air system, etc. ?
