Rear Axle Seals and E brake

I am a new diesel owner...2006 Ram 2500 CTD 4x4. I had the garage I use give it a good look over and they showed me where the rear axle seals are leaking and that I needed a new Emergency Brake Set. I get that...but the thing I am concerned about is they quoted me 4.5 hours of labor to remove and replace and a total of 650 dollars for the job. That seems excessive and seems like a lot of hours, but what do I know. Can anyone give me any rec's on this...is this fair?

Also, I have some gas mileage questions. I have the 5.9 CTD and am getting 16 on highway with 35 inch tires...would it make a big difference on gas efficiency if I dropped down to smaller tires? thx Joel

is this time to do both axle seals and the ebrake shoes, is he going to turn the inner drum or leave it...time wise its pretty close i did mine last year in about 3 hours cant say for the money...I do all my own work

Holy crap ... you have 652515 miles on your rig...thats amazing. That was the quote to do both seals and ebrake shoes...I already had my rotors turned. Thx for the info...
