power steering fluid pushing out around cap

went to move my truck today and had no power steering. it had pushed the fluid out the cap. thought it was just cuz it was cold out so refilled it and tried to bleed the air out of the system. lifted wheels off the ground and cranked wheel back and forth but iit continues to push foamy power steering fluid out. is my pump shot? or is there a pressure relief valve that could be stuck? or could it be a problem with the hydro boost?
thanks

took it for a drive just now. at first i only had power steering to the left and none to the right. after some messing around had slight p/s to the right also. then it was intermittent. sometimes left or right or neither. and always a whine when turning or braking. could it be the steering box?

Also, clean and check your PS lines and fittings. The last time I had the same troubles, there was a pinhole in the steel line rusted. Changed hose and no issues since. Believe someone on here had a fitting loose letting air in as well.
