No Power
If you have taken care of the filters and such, I would check the lift pump to see if it is still giving fuel. I think in 86 it was still mechanical and mounted on the front passenger of the block. There is a weep hole that may be wet if the diaphram is compramised.
After that it may be time for the Stanadyne injection pump rebuild. Lets hope not.
How many miles on this unit???

I think that eng has an EGR valve in the intake man. If you went over 3000 miles on oil changes and have 100,000 miles, you will probably have a lot of blow by and oil in the intake breather. The EGR on those engines really shortened the life of the eng. You could try disconnecting the egr and give it several oil changes and a flush, and drive it to see if it clears up.Advancing the timing a bit usually helps. Otherwise it's a tired puppy that needs some refreshing.
