New VP44, won't start

I live in Haiti so no dealer, no part available here. Just replaced the injection pump and it won't start. Have a 2000 Dodge 24 Valve Turbo Diesel, 5 speed. After replacing pump I bled all lines, but it refuses to start. Seems like it is right on the edge of starting, have smoke coming out of the exhaust. Gave it 1 small shot of ether...it fired over, but would not run. Didn't have a code reader, finally found one, after clearing the old codes, now it is not throwing any codes. Have plugged and unplugged computer (ECM), plugged and unplugged injection pump, checked fuses and relays, did the throttle position sensor reset. Have to way to check fuel pressure, but fuel volume seems to be good and have fuel coming out of the injectors when I bled them. Is it possible the pump was calibrated wrong? HELP PLEASE.

it sounds like injector timing..... maybe the key was inserted wrong, there is 2 ways to insert the key...the offset has to be correct, there should be an arrow stamped on the key, the arrow points toward the pump
