Need Help with ECT sensor PLEASE

I live in Seattle but I bought the truck in California and it did have a California Emission system, so that would make sense, but the question remains to be answered, If the transmission shifts differently based on engine temperature, how does the tranny know what is the engine temperature, assuming you are working on a truck with a auto trany, you should have a ECT sensor.

Even dodge says that the truck should not have that ect sensor. I dont know what the problem is here.
