Multiple shifting

Help!! I have a 97 dodge diesel 4x4 pick up that the transmission has become possesed. When you start the truck and shift into drive it goes when you get to second gear it shifts upto 2 but then back down to 1 first and then will shift back up to 2 again and go fine, it will repeat this through all of the gears, once you have shifted through all the gears once the truck shifts fine after that, as long as you do not turn the truck off. If I turn the truck off I have to got through this all over again. Has anyone else had this experience before or have any ideas of what it could be? I have replaced the Output speed sensor and that did not fix the problem ???

Could be the governor solenoid. If you have a 100-150 PSI oil pressure gauge, you can check the governor pressure. It should rise proportionally with speed up until 3rd gear, then maxes out.
