Help doing gov. lever adjt//screw in inj pump

Hey guys
So im doing a gov. lever adjst,watching the arm come up as i turn(was pretty low below the plate) and "tink". There goes the screw into the bottomless pit of inj pump land. Luckly, i got the screw out along with a lock washer.

Now, why have i apperantly adjustedhe lever as high as it will go and still, im under the nose of my banks plate? I have the fuel selenoid pulled all the way up and im checking with the trottle lever??? What gives??? Any response is appreicaited as i waiting for some info to put it back together tonight!!!!!!!!!!!! TIA -JAke
