Hey, need to get this resolved on my buddies truck in the morning, hes got an 01, had a bad vp and lp, under warranty, put a new vp and in-tank pump in it, took a pressure reading , didnt like the pressure with the in-tank pump, 7psi idle and 3psi wot, so I also installed a stock LP in the original location and just tapped the wires, now he has about 25-28 idle and about 18 wot with the stock lp and in-tank running together. I did some searching and I think this may be too much pressure, should I install a regulator? and if so, where do I install it and where can I get one?
also will a regulator hurt the lift pumps cause it is restricting the flow?

You may be able to tap a bypass line between the fuel line feed and the return to bleed off a bit of the pressure. The 3rd gen guys do that with the Walbro install. Do a search. If you don't like that idea, you might try dropping $80 on a bypass regulator ... Mallory 4307M. Good luck!
The VP44 is good for about 32 psi before you have to worry about the front diaphram blowing, and even at that I have run them with over 50 psi for months without any problem. If all runs good and it starts without any problem, I would not worry about 28 psi at idle. If it gives you problems with starting, then I would remove the stock transfer pump and recheck your pressure on the in-tank pump now that it has run a bit.

also, I have read about the "campaign lift pumps" which people say they get for less than $50, does that pump run a lower pressure? If so, could I swap the lift pump out and install a campaign?
