I thought I would have been able to figure it out, but I can't. Here's the situation: I did a frame rail relocate with a Carter 4601HP pump. I ran new 3/8" nylon 11 line from the existing pickup tube into the filter canister. For pressure regulation I now use a Watts 26A about eight inches away from the pump. BTW, this is all following basically PaulDaisy's setup with a different FP and without the fancy pressure control.
At first I had installed a Holley FP regulator in the engine compartment just before the filter. The regulator turned out to be a carb-style with a max of about 9 psi. This was fine for a while, I just couldn't get into it much. I ordered a Watts 26A because it is supposed to regulate a much wider range of pressure. I finally got it installed today and it won't read greater than 9.5 psi in my cab gauge. This one also drops to below 6 psi under mild to aggressive load.
I'm stuck and am not sure what to do. The fuel pump has its own power supply via 14 gauge wire that is activated from a solenoid powered by the original pumps wire, so it shouldn't have any problems with not enough current.
The setup is basically "big line" with the 3/8", I would have thought that in conjunction with the pump would supply the engine with enough volume. The pump is supposed to generate a max of 18 psi, with a regulator required, and has an internal bypass.
What have I done wrong, what can I do to remedy it?

I hate to tell you this, but after 2 YES 2 Carter pumps ( P4601HP ), I had to switch to a Walbro. I dealt with BD power and they were VERY good to me concerning refunds ect. Most I could get was 10 psi @ idle and 6 @ WOT. Many people said " I told you so " , but some things are learned the hard way. That was with NO pressure regulator either. Call Rich @ GDP. Walbro pump, install kit, and pressure regulator set me back about 230 with shipping. You'll need to run the return line to the tank somewhere, but I'm betting you have that done with your current regulator. You may check ebay too for the pump, but Rich @ GDP will treat you right!
