engine runs full speed. no idle

a friend has a 93 CTD when he starts it the engine runs full speed.
What should I look for? do we need to have the pump rebuilt or maybe just a spring? any ideas are appreciated thanks.

Have you guys been messing with the pump? Is the throttle linkage stuck?

If it's stock and the linkage is good, the pump has a governor problem. If the governor spring breaks on these pumps the engine won't run.

Sounds like time for a pump rebuild then. Something is worn out or broke in the governor.
