Broke head off bolt on front axle during gear oil change
As far as torque wrenches go, if I didn't want to drop the $$$ for Snap-On, I would go for Crafstman, and avoid the off brands. Even a cheapie like this would work for most things.

If you have a Napa around, they may be a good place to try for reverse drills. Otherwise, I know they carry a little 5 pack of spiral fluted extractors. I have a set, and they work very well.
If the bolt snapped cleanly, using a pick may work and would be easier, so try that first. Possibly the bolt may have streched or have distorted the last thread, so it may take more to spin it back out.
