Unhappy 0628 code hard starting even after replacing lift pump

I have had ongoing problems with starting issues on my 03. Started out this summer with 5 to 8 sec starting times. No codes thrown until a week ago when I got p0628, fuel on the ground and no start situation at all. I looked up the code and figured it was the lift pump (fuel filter mount). Replaced the lift pump and thought that was the issue but still having promlems. I can only start it with spraying starting fluid into the air filter intake. it is very cold around 15 deg. Even with plugging it in overnight it still won't start without the starting fluid. No more fuel under the truck though. I put in some injector cleaner stuff along with some lubricating additive. Code is still coming up I don't know a way to remove the code without going to a shop. Any ideas?

It's an 03 with the only add on being the k and n air intake. It has a Bully dog chip but I have it disconnected due to it throwing codes this summer.
