Tire size and RPM reduction

I would like to get lower RPM at highway speeds. I am looking at changing tire sizes from the stock 225/70R16 to 235/85R16. In looking at the Michelin site (for example sizes only) the 225/70 are 738 revolutions per mile and the 235/85 are 655 revolutions per mile. This translates to approximately 11% reduction in revolutions per mile.

Now here is where I can't figure the logic of the problem. If my engine is turning 2100 RPM at 110KM per hour, can I expect an 11% reduction in RPM with the larger tires? Something in me says that there is no direct correlation here. What say you. Can the RPM drop be calculated?
