split HP rating in a small diesel

the other day i was driving my international 9200I, 80,000lbs, fully loaded. hit a decent grade with the cruise set on 70. when the speed dropped to 65, i heard the turbo get a little louder and the output was magically boosted from 370 to 460hp and it pulled the hill at 62mph. this is a great feature for fuel economy, the 460hp is only available when speed drops, not under normal accelleration. these engines see 6-7mpg in the summer. why not do something like this in our of our trucks? i suppose you'd have to tow or haul heavy all the time to take advantage of the extra power. just a thought.
