If this gets regulated (which I think it will), I wonder what headaches that will bring us and everyone else not desiring to walk or ride a horse? (Oops-can't do that, too much methane emissions.)

The basic problem is: radical treehugger types (that agitate for lots of this kind of legislation)just basically don't like the human race... Their world view is that HUMANS are the problem intruder species in this world and do not hold any more right to life than do Opossums..
Therefore they strive mightily towards inhibiting or eliminating this problematic human race, complete with its uniquely human penchant for inventiveness and development. This is all being done so the earth will be better off for the native Snail Darter-Americans, Lobster-Americans, Whale-Americans and Burrowing Owl-Americans..
