there is a theory that those skinny tires cut through the goop and get to the hard stuff faster. though i would suspect this fellas tryin to make up lost mpgs. hyper milling they call it. cant imagine it rides well.
And they look like they have some weird offset as well.
About the only reasons I can see to do something that horrendous to a truck is if you either want to try and imitate a big truck, you want one heck of a cold air intake or he changes the tires to a mud tire and played in a lot of water........giant FAIL no matter what.

My B-I-L was a design engineer for Peterbuilt...they made a design which was much more aerodynamic( for fuel mileage)and just as efficient with the air cleaners mounted behind the cab. Guess what.......the truckers didn't like the looks.

Major advantage is the engine will run underwater until the air cleaner inlet is submerged.
I personally would have installed it with the inlet on top of the cab for maximum underwater driving.

Probably not that air intake. An effective snorkel is at least as high as the top of the windshield/cab.
