You can also blame yourself for not contacting your Congress people to protest back in 1994 when the rules were voted in.
It's every citizen's responsibility to keep track of what the government is up to and not just figure they are doing everything in your best interest. Complaining after the fact does little good.
If you don't make your voice heard then the Sierra Club definitely will.
Politicians pay close attention to what their constituents say to them since they have the power to fire them at the ballot box. They figure that for every one person who contacts them that at least a thousand other voters who don't take the time to write feel the same way.
