941B Cat Crawler Troubles

I'm working on a 941B mid 80's crawler. Trying to get it fired up after being abandoned for about 6 years. Had the injection pump rebuilt, all new injectors, fuel system cleaned, and new batteries. Timing has been checked by three different people.

Engine will cough and act like it is trying to start, but no go. We are checking the compression and seeing numbers from 85 - 220. Readings will change as if the valves are sticking.

Can anyone out there tell me what the compression should be? None of our service manuals actually spell it out.

Next step is pulling the head, but trying not too as it will be a monster job as the loader arms and bucket are right in the way and the A-frame is holding up another busted tractor.
