Switchover dates

ULSD for on-road sale began on October 15, 2006. Correct?
My question is, when did the EPA do the switch from "regular" petroleum diesel to "LOW Sulfer Diesel?" Was it in the early 90's?
Ive tried Google-ing it but all my search results just bring up ULSD switchover.
Any tips would be great. Thanks.

LSD was mandated for onroad by the EPA in 1994
