What's going on at the Agriculture inspection station???

Ok so what the heck is going on at the Agricultural inspection station?
I got a letter from the Calif state board of Equalization. They were very vague, but said they they had discovered that I had received something by freight and they think I may need to pay them USE tax on it!!!!
So I called them and wanted to know what the heck was going on. All there was, was a reference number, and when I asked she was very vague about what they knew. So I was very confused and as I asked more questions I started to realize that they had gotten a hold of a bill of lading from a freight co with my shop name on it.
She finally gave me a date and since I didn't have any work in January I was even more confused. I HAD ONLY SHIPPED MY TRANNY TO ATS IN JAN, nothing else.
FINALLY she said that they had inspected a truck at the CALIF AGRICULTURAL INSPECTION STATION AND THEY SENT A BILL OF LADING TO THE SALES TAX PEOPLE AT THE BOARD OF EQUALIZATION. THEY WERE/ARE LOOKING TO GET PAID TAX FOR WHAT I BOUGHT OUT OF STATE.
WAIT A MINUTE!!!!! I THOUGHT THEY WERE SUPPOSED TO BE LOOKING FOR FRUIT,,,, NOT A WAY TO MAKE MORE MONEY.
THe freight was my tranny that I sent to ATS to rebuild. Now I HAVE TO PROVE THAT IT WAS NOT TAXABLE...... WAIT,,,, I thought I was innocent until proven guilty. Wait.... What were they doing poking around in someones truck anyway?
Well I am spreading the word. This is WRONG. So make sure you cover your butte (sic)if you ship anything from another state to calif.

It is sad to think that if you cross the state line coming here, you very well could be searched with NO CAUSE! This my friends IS COMMUNISM!

Any commercial carrier can be pulled to the side of the road and searched at any time, nothing new there. The fact that they are scrutinizing the bill of lading so closely they think you received a taxable product and want you to prove whether you owe or have paid the taxes on it is interesting, but the State is broke.

Ya I know the state is broke. But I think this is going way too far.
I am moving out of here,,, thank God, but still, I think this is wrong!

That's pitiful. We pay an enormous amount of tax here and today they announced the closing of 200+ state parks. We just returned from Utah,and enjoyed the well maintained parks with low camping rates. They were immaculate w/free showers etc.

Accountability is the issue here.
