I'm not HVAC (electrical) but I would expect you have exhaust fans that are too large? Exhaust creates negative air pressure and reverses the flow in your chimneys (furnace etc). Basically you have to "make-up" what you get rid of. There will be calculations to be done and control interlocks to keep it balanced out. Not something to cheap out on. Your life can depend on it.

not to sure about edmonton but in GP every shop i've worked in just has a regular exhuast fan, one shop had a pipeing in the floor so you could hook up your exhuast hoses and suck the exhuast out, worked good for pulling the exhuast out of the shop when you put a hose on. One shop made a poor mans make up air system. It consits of a rather large fan with ducting around it that sucks from about eye leval. this is in the middle of the shop, on ether end there is vents with lovers that open when the fan is turned on. Then they put small furnaces pointing at the lovers to heat the air coming in. Maybe that could be an option for you? I do recall someone telling me that it depends on when the building was built as to which rules have to be met.
That's called 'grandfathering' but I believe Wink is opening a new shop so the latest rules will apply, regardless of when the building was built. Rules are determined by your building permit date.

You probably don't have to worry about the personal safety side then but consider that all of the units could do the same thing and it could become a problem. The AHJ (Authorities Having Jurisdiction) don't really care about the leakage, they just do the rules.
Have you tried calling a good HVAC shop? They would know and may be able to do it without the engineering costs. Depending on what size, a small MUA unit with heat recovery shouldn't be too much.
Either way, if the AHJ wants it done, you really don't have a choice.
