Not necessarily. You don't need as much fuel to wind out the motor to in 3rd as you do in 4th or 5th. I would pull the AFC and plate just to eliminate those as potential causes.
I don't know which truck I'm going to dyno next Saturday. Hoping to use my 02, but I'm running a non-posi rear, so its going to interesting.

The twins go on tomorrow, just finishing up the oil drain lines tonight. Have to wait for a turbine outlet gasket. Have to build the exhaust/air filter and cold air tubing this week. Should be done by the end of the week.
I'm also putting on a new injection pump and new injectors into the ride, just to giver her abit of more pep than normal.

No P pump yet, I have to wait to get my conversion injectors. I have a fresh hot rod VP sitting on the shelf and a new set of injectors that been waiting for these twins to be done.
