First is there insulation on the bottom side of the hood from the factory? mine has none.

Second what are these attached to frame, plow crap? Do all the truck have them?

 

I think it's option for front tow hooks

I have a 'under the hood' contoured style insulation panel attached to the underside of my '12 3500 Laramie...assuming this is what you are referring to.

What model do you have...maybe these are only on high end optioned trucks

Maybe visit your local dealer and look at other trucks, see if any are missing hood liners. Another quick way to an answer, call the dealer parts dept guys and give them your vin #...they can quickly look your truck up and tell you if it is suppose to have one and give you the part # for it.

 

My 2011 SLT had an insulation liner. Part of the cold weather package maybe???? (battery blankets & block heater cord).
