Upper rad hose

2011 6.7 with deletes sucking upper rad hose closed. Thermostat tested in boiling water it works fine what is the possibility of the cap being bad. HG would have psi. Not vacuum in it. Like it's not pulling in coolant from reservoir tank

There is not enough coolant in the system.

Check the system cold and double check that radiator is full. Other than that I'm at a loss. The cooling system "sucks" from the bottom of the radiator......hence the spring in the lower hose. The upper hose is pressurized....have no idea why it would be collapsing.
