2013 throttle response issue

I'm looking at 2013 2500 , trying to do my homework before i throw down the greenbacks. I ran across this complaint and I'm concerned about It being a characteristic of the generation..Can anyone shed some light?

From a stop, the vehicle will not accelerate properly. When depressing the gas pedal it takes a few seconds for the vehicle to respond. When letting off the gas, the throttle does not respond for about two seconds. There is a severe response in the throttle from when depressing the gas pedal to when the vehicle actually starts to move. This has almost caused several accidents because I am trying to switch lanes or accelerate and it just sits there for a few seconds. This is going to kill people especially ones unfamiliar with driving the vehicle. This needs to be addressed immediately. This same problem exists in all Ram 2500 and 3500 with the turbo diesel motor from years 2011-2016. As I have driven the vehicle for the past three years it has become increasingly worse. The delay in throttle response has gotten longer.

The 2011 automatic does NOT have traction control and there is no lag unlike my sons 2011 manual which could be over ridden with a tuner and his 2013 Aisin which can't be. Are you sure the exhaust brake is not sticking.

I would try another MAF sensor, I had issue recently with throttle lag in a new vehicle. Turned out to be the mass air flow sensor (MAF). Also make sure you have a stock air filter, not aftermarket or K&N cleanable filter.

After last winter moving the truck in and out of the shop the exhaust brake started sticking on our first trip out with a trailer. At the same time I was experiencing weird boost pressure readings from zero to 66psi and at times no throttle response. I'm not sure what came first the boost indication or the exhaust brake sticking but I found that driving with the exhaust brake off corrected the no throttle response but the boost indication problem remained. Towing a heavy trailer in hilly country with no exhaust brake was frustrating so at the first city with a Cummins dealer I picked up and replaced the air pressure/temp sensor in the intake horn, easy to do in the parking lot except for the rain. The new part had a different part number and was slightly physically different, it was more open around the sensor part. Anyway truck returned to normal and I now use the exhaust brake even when moving the truck 25 feet.
