What does this sticker mean: "Incomplete Vehicle Manufacturer "

What does this sticker mean: "Incomplete Vehicle Manufacturer "

A buddy has a 2004 2500 4x4 CTD quadcab shortbed.
Inside the drivers door to to bottom right door frame is a yellow sticker that states: "Incomplete Vehicle Manufacturer"
It lists a body company, the truck's VIN number, the trucks original Manufacturer (Daimler) and the Incomplete Vehicle Manufacturer's name.
The truck is not a 3500 or a dually so it wasn't bought as just a cab and chassis I don't imagine, so what would the sticker be for?

its a cab and chassis as far as Im aware when it says that. Did he buy it new? or used? could of been a cab and chassis that they tossed on a bed to sell it.

It was bought with a "bed delete" option when it was initially ordered.

Go to www.DOdge.com and build a Dodge Ram, and look at the details where you have the options of deleting the pickup bed.
