I had a 98 that i was able to swap the fused circuts for the drivers power seat and the power window circut. I had power windows working all the time regardless of key position and the key had to be on to run the power seats.

Can this be done on an 03?

I looked for the circuts but didnt find anything similar.

Heck they did the fuse box locations different on the 3 gen's

I would just take a test light to find out what circuit it live with the power off and see that would be wise to re-wire for the windows.
