On the window sticker below where the MPG is suposed to be listed, it says something about the truck not being a passenger vehicle, so it is not required. (by who, I dunno) You got the same truck as me, I get 15-18 in town, 20-21 on the hwy...

Welcome to the site. You don't want the MPG on your sticker anyway; it's misleading.
The way the law is written to determin the ESTIMATED MPG is so outdated that they almost always significantly overstate the milage. One of the car magazines (gasoline) I read had a big article about a year ago on this. The car makers would like to update the test methodology to reflect "real-world" driving. Unfortunately that would yeild lower estimate mpg; the federal government won't lower the required minimums. So, because the federal government won't change, we are going to be stuck with an antiquated measurement system that gives consistantly overstated estimated milages. If I remember correctly, in the current test method for "highway" driving the max speed attained was 60 mph, and the average was 47! Not exactly how I drive mine!

It doesn't have any thing to do with the truck being a diesel. It;s required by federal law on what used to be called 1/2 ton trucks. Heavier duty trucks are not required to have that on the window sticker so no one puts it on there.

Too bad in a way...
If they all had to post results of a standardized test, the big 3 might compete more on milage than power, which would suit me fine.
Even if the posted numbers aren't realistic in the real world, if they are done to the same standard at least it can be useful for comparison purposes...
