ABS Issue

I have an issue with my ABS system. When I come to a stop slowly I can feel the passenger front brakes release and pulse the brake pedal. Doesn't happen all the time, mainly when I'm coming to a slow stop, with little pressure on the brake pedal. No codes, no warning lights, just a pulsing through the pedal. Any ideas? I have replaced the pads and bleed the brakes, but this was happening before I did the brake job and it still continues.

It's not a pulsing like a warped rotor, it's very fast and I can hear the ABS activate and I can feel the ABS pulsing in the brake pedal.

When you replaced the pads, did you use the same brake pads? or a different brand/type?

If they were different, did you resurface the rotors.

If you can hear the ABS engage on a normal stop without due cause, it sounds like you may have one wheel speed sensor starting to fail, and its signal is starting to drop out at low speeds, causing the controller to think one wheel is skidding. An ABS scanner would help a lot with the diagnosis as you may need to watch the input from all the sensors while driving to catch one acting up.

Without a scanner, the first thing I would do is jack up each front wheel and check the wheel bearings for looseness. If one is loose, the sensor's air gap can change and cause incorrect readings. Then have a look at the sensors' wiring from the hub up to where it disappears into the engine compartment, check for visible damage.
