I was talking with some buddys last nigth and one said I should turn up my turbo. Can I even do this and if I can how do I do it. Is there even any gain of doing this.

Similar question that I have is: what is a "boost fooler"? I think these up the boost, at least that is what the add claims.

 

Boost Foolers Let you up the boost with out throwing a code, via other methods; programmers, modules ect.

 

The VGT turbo is controlled by boost and speed so, turning it up takes more than a pair of vicegrips..

Adding the Smarty didn't affect the peak boost a whole bunch, but more how it responds. Thats more the benefit of the VGT is tuning its response.
